Intelsat LLC's (Intelsat) request, File No. SAT-STA-20041018-00203, for authority to
operate its INTELSAT 605 satellite (Call Sign S2394) for 60 days at the 77" W.L. orbital
location IS GRANTED. Accordingly, Intelsat is conditionally authorized to operate the
INTESLAT 605 in the 3700 - 4200 MHz (downlink) and 5925 - 6425 MHz (uplink)
frequencies and the 14.0 - 14.5 GHz (uplink) frequency band at the 77" W.L. orbital
location for a period of 60 days, in accordance with the terms, conditions, and technical
specifications set forth in its application and this Attachment; and

(1) Intelsat shall coordinate its operations at the 77" W.L. orbital location with existing
satellites to ensure that no unacceptable interference results from the operation of
INTELSAT 605 at the 77" W.L. orbital location.

(2) While operating at the 77" W.L. orbital location, no harmful interference shall be
caused by the INTELSAT 605 satellite to any other lawfully operating satellites or
radiocommunication systems. Operations of the INTELSAT 605 satellite shall cease
immediately upon notification of such interference and Intelsat shall inform the
Commission in writing immediately of such an event.

(3) While operating the INTELSAT 605 satellite at the 77O W.L. orbital location, Intelsat
is required to accept interference from other lawfully operating in-orbit satellites.

(4) Any action taken or expense incurred as a result of operations pursuant to this
authority is solely at Intelsat's risk.

(5) This temporary grant is limited to Intelsat's use of the INTELSAT 605 satellite at 77"
W.L. orbital location and does not convey to Intelsat any authority to operate another
satellite at the 77" W.L. orbital location or any priority in the U.S. application processing
queue relative to applications for authority to operate a regularly authorized satellite at
this orbital position in the 3700 - 4200 MHz, 5925 - 6425 MHz, and 14.0 - 14.5 GHz
fi-equencybands.

(6) Grant of the conditional authorization is without prejudice to our action on Intelsat's
pending request, File No. SAT-RPL-20041015-00201,to launch and operate a C/Ku -

(STA), File No. SAT-STA-20041018-00202, to immediately begin drifting the INTELSAT 605 satellite
from its location at 32.9" E.L. to 178.0' E.L. and to temporarily stop at the 77" W.L. orbital location. The
STA allowed Intelsat to operate the satellite's Tracking, Telemetry, Command, and Monitoring but did not
provide Intelsat with authority to operate the communications payload at the 77" W.L. orbital location.


band satellite in the Fixed-Satellite Service at the 77" W.L. orbital location, or its pending
request, File No. SAT-MOD-20041013-00199, to modify the license for INTELSAT 605
to allow for its redeployment to the 178.0' E.L. orbital location.

(7) Intelsat shall notify the Commission in writing no later than three business days after
INTELSAT 605 has commenced operations of its communications payload at the 77"
W.L. orbital location.

(8) The waivers granted to INTELSAT 605 continue to apply at 77" W.L. orbital
location. See Applications of Intelsat L.L.C. for Authority to Operate, and to Further
Construct, Launch, and Operate C-band and Ku-band Satellites that Form a Global
Communications System in Geostationary Orbit, Memorandum Opinion and Order, FCC-
00-287 (rel. August 8,2000) (Appendix C lists the waivers granted to INTELSAT 605).

(9) Intelsat is required to inform its customers in writing, including end-users receiving
service fiom resellers accessing capacity on INTELSAT 605, that service is being
provided pursuant to a grant of temporary authority on a non-harmful interference basis
as specified above.

(10) This grant is issued pursuant to Section 0.261 of the Commission's rules on
delegated authority, 47 C.F.R. 6 0.261, and is effective upon release.

(1 1) In light of our action here, Intelsat's recently filed application, File No. SAT-STA-
20041217-00223, IS DISMISSED as MOOT.
