Exhibit 1 REGARDING THE INSTANT REQUEST FOR SPECIALTEMPORARY AUTHORITY The Commission previously authorized PanAmSat Licensee Corp. (*Licensee Corp.") to operate PAS—5 at 166" EL, pursuantto a grant of Special Temporary Authority (‘STA®)—‘ Licensee Corp. herein request special temporary authority to continue operating PAS—5 at 166° EL, in accordance with the terms of it existing STA, following a proposed proforma transfer of contral of Licensee Corp. Contemporaneously with the filingof the instant request, applications are being filed seeking the Commission‘s consent to this proforma transfer of control in connection with Licensee Corp.‘s space station and earth station licenses.
