    Dear Ms. Dortch:

                 Columbia Communications Corporation (‘Columbia‘), by its attorneys,
    hereby notifies the Commission thatit has completed testing of AMC—12 at the
    67.5° W.L. orbital location. On March 17, 2005, pursuant to authority granted in
    the above referenced proceeding,‘ Columbia commenced drifting AMC—12 from
    67.5° W.L. in the direction of the satellite‘s assigned orbit location, 37.5° W.L*

   (Sat. Div. rel. Jan. 28, 2005).

   #       Columbia recently filed a request for Special Temporary Authority to operate
   AMC—12 at 37.45° W.L. (File No. SAT—STA—20050316—00065) and is preparing a
   modification application to seek permanent assignment of AMC—12 to 37.45° W.L.
   The proposed offset is intended to simplify stationkeeping at 37.5° W.L., where
   Loral operates the Telstar 11 Ku—band spacecraft. If the Commission grants the
   STA request prior to AMC—12‘s arrival, Columbia intends to position AMC—12 at
   37.45° W.L. rather than at 37.5° W.L.
