Attachment Conditions of Authorization - SAT-STA-20040505-00090 Intelsat 10-02 call sign S2414 1. Intelsat LLC's application for Special Temporary Authority, SAT-STA- 20040505-00090, IS GRANTED and Intelsat LLC is authorized to perform test operations of the Intelsat 10-02 satellite at 1"E.L. for the period of June 22,2004 to July 22,2004 in accordance with the terms, conditions, and technical specifications set forth in its application and this Attachment; and 2. Intelsat LLC's in-orbit testing of Intelsat 10-02 at 1O E.L. shall not cause harmful interference to any lawfully operating in-orbit satellites and Intelsat LLC shall cease operations immediately upon notification of such interference during this period of testing; and 3. Intelsat 10-02 will receive no protection from interference from other systems while testing at the 1" E.L. orbit location; and 4. Intelsat LLC's use of the 1O E.L. orbit location will be for testing of Intelsat 10-02 only. Intelsat 10-02 shall make no commercial transmissions from this location; and 5. Intelsat LLC shall not operate the payload of Intelsat 10-02 during the drift of the satellite from the 1" E.L. orbit location to the 1" W.L. orbit location; and 6. Intelsat LLC. is afforded thirty days from the date of release of this grant and authorization to decline this authorization as conditioned. Failure to respond within this period will constitute formal acceptance of the authorization as conditioned. 7. This Grant is issued pursuant to Section 0.261 of the Commission's rules on delegated authority, 47 C.F.R. 0 0.261, and is effective upon release. Petitions for reconsideration under Section 1.106 or applications for review under Section 1.115 of the Commission's rules, 47 C.F.R. $0 1.106, 1.1 15, may be filed within 30 days of the date of the public notice indicating that this action was taken.

INTELSAT 10-02 is scheduled to be launched on June 15,2004. In support of its request, Intelsat submits the following information. On August 8, 2000, the Federal Communications Commission ("Commission") granted Intelsat authority to launch and operate INTELSAT 10-02 at I .O" W.L.* INTELSAT 10-02 will replace INTELSAT 707, which currently is operating at that location. Intelsat has coordinated the planned in-orbit testing of INTELSAT 10-02 with France Telecom, the operator o f a nearby satellite at 3.0" E.L.; Sirius, the operator o f a satellite at 5.0" E.L.; and Amos, the operator of a satellite at 4.0" W.L. In the unlikely went that haniiful interference occurs, Intelsat will take all necessary steps to eliminate the interference. This, in turn, will ensure continuity of existing services at that location, and thereby promote the public interest.
