               REQUEST FOR SPECIAL TEMPORARY AUTHORITY

       PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the
Commission's rules? hereby requests special temporary authority ("STA) for up
to 30 days, commencing immediately, to continue operating the tracking, telemetry,
and command ("TT&C") payload on PAS-8 while PanAmSat performs end of life
maneuvers boosting the satellite to a disposal orbit above the geostationary arc.

       PAS-8 has been authorized to operate at 43" W.L. since 1997.2 Following the
launch of the satellite, however, it was discovered that PAS-8 had suffered losses in
its power generation system that reduced payload capacity. For that reason, the
Commission authorized PanAmSat to launch PAS-8B as a replacement satellite.3
Since the commencement of operations on PAS-8B, PAS-8 has served as an in-orbit
spare.

       Last month, PAS-8 suffered further losses to its power generation system
that called into question whether the satellite would have sufficient power to
sustain long-term operations. Following these power losses, the Commission
granted an STA for PanAmSat to continue operating the TT&C payload on PAS-8
while PanAmSat boosted the satellite to a super-synchronous orbit 150 km above
the geostationary arc.4 Following the grant of the STA, PanAmSat began
conducting tests, while PAS-8 remained in a supersynchronous orbit at a prudent
distance from other satellites, to determine whether or not PAS-8 could be restored.

        PAS-8 has just experienced another power loss event, and there is no
guarantee that PanAmSat will be able to maintain safe temperature levels on the
satellite. Accordingly, PanAmSat needs to initiate deorbit maneuvers on an
expedited basis.

       PanAinSat's request for an STA is supported by good cause. An STA will
enable PanAmSat to execute end of life maneuvers that will place PAS-8 in a
disposal orbit, away from operating satellites. By burning the remaining fuel on
the satellite, PanAmSat expects to de-orbit PAS-8 to an apogee of at least 300 km
and a perigee of at least 300 km above the geostationary orbit. Once the disposal
orbit maneuvers have been completed, all transmissions to and from the satellite
will cease.

       PanAmSat has a pending request for an STA to relocate PAS-8. See File No.
SAT-STA-19990609-00065. PanAmSat originally requested relocation to 43.4' W.L.,
but on February 4,2004, PanAmSat amended its request to specify 43.2" W.L.
instead. PanAmSat hereby withdraws its relocation request, which is moot now
that the satellite will be deorbited.

      Accordingly, and for good cause shown, PanAmSat respectfully requests an
STA for up to 30 days, commencing immediately, to continue operating the TT&C
payload on PAS-8 while PanAmSat performs end of life maneuvers.
