     authority to test its AMC-10 spacecraft at 146 W.L.

                   APPLICATION OF SES AMERICOM, INC.

             By this application, SES AMERICOM, Inc. ("SES AMERICOM')

respectfully requests a thirty-day extension of its special temporary authority

("STA') to test its AMC-10 spacecraft at 146" W.L. AMC-10 is a C-band

replacement satellite for Satcom C-4 a t 135" W.L. The original testing authority

was granted in File No. SAT-STA-20031219-00363for a period of sixty days

commencing with the launch of AMC-10, and expires on April 5 , 2004. SES

AMERICOM requests a brief extension of the testing authority to permit AMC-10 to

remain at 146"W.L. until after the end of the current eclipse period.

             The eclipse season, which began on February 27 and will end on

April 10, creates a higher risk environment for operation and maneuvering of

spacecraft. As a result, during eclipse season SES AMERICOM and other satellite

operators face additional commanding requirements for their spacecraft fleets,

requiring more coordination among operators and placing higher demands on

spacecraft control personnel. In addition, AMC-10 is equipped with new Earth

Sensor Assembly inhibition software that will operate more predictably while the


spacecraft is in a stable orbit, rather than drifting to another location. For all these

reasons, SES AMERICOM would prefer to delay the relocation of AMC-10 from its

testing location at 146" W.L. to its final assigned orbital location of 135" W.L. until

the eclipse season has ended.

             Continued authority to permit testing of AMC-10 at 146" W.L. will not

cause harmful interference to the operations of any other spacecraft. There is no

standard C-band satellite with North American coverage currently operating within

six degrees on either side of the 146" W.L. orbital location. The closest commercial

standard C-band satellite to the 146"W.L. position is SES AMERICOMs AMC-8

spacecraft at 139" W.L. SES AMERICOM will manage the operations of its

spacecraft to ensure no harmful interference occurs.

             SES AMERICOM seeks extension of its authority to test AMC-10

subject to the same conditions imposed in File No. SAT-STA-20031219-00363 when

the original testing authority was granted.

              SES AMERICOM hereby certifies that no party to this application is

subject to a denial of federal benefits pursuant to Section 5301 of the Anti-Drug

Abuse Act of 1988, 21 U.S.C.    3 862.

             For the foregoing reasons, SES AMERICOM respectfully requests a 30-

day extension of its special temporary authority to test AMC-10 at 146"W.L. Grant

of the requested extension will serve the public interest by permitting the spacecraft

to remain at 146" W.L. until the end of the eclipse season.
