1.   PanAmSat Licensee Corp.'s application, SAT-STA-20040219-00020, IS
     GRANTED and PanAmSat Licensee Corp. is authorized to continue
     operating the tracking, telemetry and command (TT&C) payload on
     Galaxy VIII(1) for the period of February 23,2004 to August 21,2004
     while PanAmSat License Corp. performs end of life maneuvers boosting
     the satellite to a disposal orbit above the geostationary arc.
2.   During the performance of end of life maneuvers, PanAmSat Licensee
     Corp. shall not operate the communications payload on the satellite.
3.   PanAmSat Licensee Corp. shall coordinate all its TT&C operations with
     existing geostationary satellites to ensure that no unacceptable interference
     results from its TT&C operations during its end of life maneuvers.
4.   During the performance of end of life maneuvers, no harmful interference
     shall be caused by Galaxy VIII(1) to any other lawfully operating in-orbit
     satellite, and end of life operations shall cease immediately upon
     notification of such interference.
5.   PanAmSat Licensee Corp. is required to accept interference from other
     lawfully operating in-orbit satellites.
6.   Any action taken or expense incurred as a result of operations pursuant to
     this special temporary authority is solely at PanAmSat Licensee C o p ' s
     own risk.
7.   PanAmSat Licensee Corp. is afforded thirty days from the date of release
     of this grant and authorization to decline this authorization as conditioned.
     Failure to respond within this period will constitute formal acceptance of
     the authorization as conditioned.
8.   This Grant is issued pursuant to Section 0.261 of the Commission's rules
     on delegated authority, 47 C.F.R. 9 0.26 1, and is effective upon release.
     Petitions for reconsideration under Section 1.106 or applications for
     review under Section 1.I 15 of the Commission's rules, 47 C.F.R. $9
     1.106, 1.115, may be filed within 30 days of the date of the public notice
     indicating that this action was taken.

          REQUEST FOR EXTENSION OF SPECIAL TEMPORARY AUTHORITY

       PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the
Commission's rules,' hereby requests a 180-day extension, through August 21,2004, of
its special temporary authority ("STA) to continue operating the tracking, telemetry,
and command ( T T & C )payload on Galaxy VIII(1) while PanAmSat performs end of
Me maneuvers boosting the satelhte to a disposal orbit above the geostationary arc.
Absent an extension, the STA will expire on February 23,2004.

       The Commission grant stamped PanAmSat's initial request for an STA on
January 23,2004, thereby authorizing PanAmSat to continue operating the TT&C
payload on Galaxy VIII(1) for 30 days.2 As a result of special circumstances associated
with the satellite, however, deorbit maneuvers will extend well beyond this 30-day
period.

          In particular, both XIPS systems on Galaxy VIII(1) have failed, making it
impossible to "burn" the remaining xenon fuel during end-of-life maneuvers. Working
with its spacecraft manufacturer, however, PanAmSat has developed a plan to achieve
additional altitude for Galaxy VIII(1) at end-of-life by venting the xenon gas in the
direction needed to propel the satelhte above the GSO orbit. To implement this plan,
PanAmSat needs to execute a series of maneuvers over the course of several months,
which is the reason that PanAmSat has requested an extension for a full 180 days.

       PanAmSat's extension request is supported by good cause. Extending the STA
will enable PanAmSat to complete end-of-life maneuvers, consistent with Commission
policy, thereby positioning Galaxy VIII(1) in a safer disposal orbit.

       Accordingly, and for good cause shown, PanAmSat respectfully requests that
STA be extended through August 21,2004. Questions with respect to this matter
