1.    PanAmSat Licensee Corp. application, SAT-STA-20040211-00016, IS
      GRANTED and PanAmSat Licensee Corp. is authorized to continue
      operating the tracking, telemetry and command ("TT&C") systems on its
      GALAXY IX satellite, S2 146, for a period of February 16,2004 to August
       13,2004 and to drift, in accordance with the terms, conditions, and
      technical specifications set forth in its application, this Attachment and the
      Commission's Rules; and
2.    During the drift of the GALAXY IX satellite from the 127.1OW. L.
      location to the 90.9"W.L. orbital location or once it arrives at 90.9".L.,
      PanAmSat Licensee Corp. shall not operate the communications payload
      on the satellite; and
3.    PanAmSat Licensee Corp. shall coordinate all its TT&C operations with
      existing geostationary satellites to ensure that no unacceptable interference
      results from its TT&C operations; and
4.    During its drift to and operation at 90.9" W.L. no harmful interference
      shall be caused by GALAXY IX to any other lawfully operating in-orbit
      satellite, and operations of the GALAXY IX satellite shall cease
      immediately upon notification of such interference and shall inform the
      FCC in writing immediately of such an event; and
5.    PanAmSat Licensee Corp. is required to accept interference from other
      lawfully operating in-orbit satellites; and
6.    Grant of this special temporary authority does not, in any way, prejudice
      Commission action on any pending or future PanAmSat Licensee Corp.
      application for permanent or temporary authority, or for modification of
      permanent or temporary authority, to operate any satellite at the 90.9"
      W.L. orbital location; and
7.    PanAmSat Licensee Corp. will, barring catastrophic failure of satellite
      components, maintain the capability to deorbit the satellite to an orbit with
      a perigee of no less than 300 kilometers above the geostationary altitude,
      by, for example, maintaining adequate fuel reserves, and
8.    Any action taken or expense incurred as a result of operations pursuant to
      this special temporary authority is solely at PanAmSat Licensee Corp.'~
      own risk.
9.    PanAmSat. is afforded thirty days from the date of release of this grant
      and authorization to decline this authorization as conditioned. Failure to
      respond within this period will constitute formal acceptance of the
      authorization as conditioned.
10.   This Grant is issued pursuant to Section 0.261 of the Commission's rules
      on delegated authority, 47 C.F.R. 8 0.261, and is effective upon release.

      review under Section 1.115 of the Commission's rules, 47 C.F.R. $3

                   REQUEST FOR SPECIAL TEMPORARY AUTHORITY

       PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the
Commission's rules,' hereby requests a 180-day extension, through August 13,2004, of
its special temporary authority ("STA) for Galaxy IX to serve as an in-orbit spare at
90.9" W.L. Absent an extension, PanAmSat's STA will expire on February 15,2004.

       On January 15,2004, the Commission grant stamped, subject to conditions,
PanAmSat's request for an STA to relocate Galaxy IX from 127.1" W.L. to 90.9" W.L. and
to operate the TT&C payload during the relocation and when the spacecraft is on
station at 90.9" W.L.2 Galaxy IX began its drift from 127.1" W.L. that same day, and
PanAmSat anticipates that the satellite will reach 90.9" W.L. on or about May 25,2004.
At 90.9" W.L., Galaxy IX will serve as an in-orbit spare providing back up to
PanAmSat's fleet in this portion of the orbital arc. As stated in PanAmSat's initial STA
request, PanAmSat proposes to position Galaxy IX at 90.9" W.L., rather than 91.0" W.L.,
in order to maintain a safe separation from, and facilitate coordinated stationkeeping
with, PanAmSat's Galaxy XI at 91.0" W.L.

        PanAmSat's extension request is supported by good cause. Extending the STA will
enable PanAmSat to complete the relocation of Galaxy IX and to provide added back up
protection for its fleet. Authorizing PanAmSat to implement these actions is in keeping with
the Commission's policy to allow "satellite operators to rearrange satellites in their fleet to
reflect business and customer considerations where no other public interest factors are
adversely affected."3

      Accordingly, and for good cause shown, PanAmSat respectfully requests that its STA be
extended through August 13,2004. Questions with respect to this matter should be directed to
