SES Americom, Inc.‘s application, SAT—STA—20031219—00363, IS
GRANTED and SES Americom, Inc. is authorized for a period of 60 days
commencing from the launch of its AMC—10 satellite, callsign $2432, to
perform test operations of the satellite at 146°W.L. in accordance with the
terms, conditions, and technical specifications set forth in its application
and this Attachment; and
SES Americom, Inc. is afforded thirty days from the date of release of this
grant and authorization to decline this authorization as conditioned.
Failure to respond within this period will constitute formal acceptance of
the authorization as conditioned.
This Grant is issued pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective upon release.
Petitions for reconsideration under Section 1.106 or applications for
review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§
1.106, 1.115, may be filed within 30 days of the date of the public notice
indicating that this action was taken.

                   APPLICATION OF SES AMERICOM, INC.

             By this application, SES AMERICOM, Inc. ("SES AMERICOM')

respectfully requests special temporary authority ("STA') to permit it to test its

AMC-10 spacecraft at 146" W.L. for a period of up to sixty days following launch.

AMC-10 is a C-band replacement satellite for Satcom C-4 at 135" W.L. As discussed

below, temporary operation of AMC-10 at 146" W.L. will permit testing to occur

without disruption to existing customers at 135" W.L. and will not adversely affect

the operation of any other carrier's spacecraft. SES AMERICOM seeks expedited

action on this request because AMC-10 is scheduled for launch on February 5, 2004.

             The testing of AMC-10 at 146" W.L. will not cause harmful interference

to the operations of any other spacecraft. There is no standard C-band satellite

with North American coverage currently operating within six degrees on either side

of the 146" W.L. orbital location. The closest commercial standard C-band satellite

to the 146" W.L. position is SES AMERICOM's AMC-8 spacecraft at 139" W.L. SES

AMERICOM will manage the operations of its spacecraft to ensure no harmful

interference occurs.


             SES AMERICOM's request to test AMC-10 at the 146"W.L. orbital

position is in the public interest. By testing AMC-10 at this location, SES

AMERICOM will be able to ensure that AMC-10 is fully operational at the time it

arrives at its final orbital location, thereby avoiding any interruption in service that

otherwise might be associated with spacecraft testing.

             SES AMERICOM seeks authority to test AMC-10 subject to the

following conditions:

              (a)   SES AMERICOM will coordinate its test operations with all
potentially affected operating satellite networks.

              (b)   No harmful interference will be caused to any lawfully operating
satellite network or radio communication system and SES AMERICOM operations
will cease immediately upon notification of harmful interference. Further, SES
AMERICOM shall notify the Commission in writing that it has received such a
notification within 14 days of receipt.

             (c)     SES AMERICOM will accept interference from any lawfully
operating satellite network or radio communication system.

           (d)    Testing authority is limited to the frequencies for which the
AMC-10 satellite will be authorized.

              (e)     The authorization is subject to change in any of its terms or
cancellation in its entirety at any time upon reasonable notice, but without eearing,
if in the opinion of the Commission, circumstances require.

             (f)   The temporary authority will commence on the date SES
AMERICOM launches AMC-10, currently scheduled for February 5 , 2004, and
terminate 60 days from t h a t date.

             (g)   SES AMERICOM shall notify the Commission in writing no
later than seven days after it has completed testing of AMC-10 and commenced the
move of AMC-10 to its assigned orbital location.

             (h)    The temporary authority is for testing purposes and shall not be
used for the provision of commercial service.

             SES AMERICOM hereby certifies that no party to this application is

subject to a denial of federal benefits pursuant to Section 5301 of the Anti-Drug

Abuse Act of 1988, 21 U.S.C. § 862.

             For the foregoing reasons, SES AMERICOM respectfully requests

special temporary authority to test AMC-10 at 146" W.L. for a period of up to 60

days, commencing upon the launch of AMC-10. Grant of the requested authority

will permit testing of the spacecraft to occur without affecting services to customers

and will permit a seamless transition of services. As noted above, SES AMERICOM

is preparing to launch AMC-10 on February 5,2004, and requests expedited action

on this application to accommodate that schedule.
