1.     PanAmSat Licensee Corp. application, SAT-STA-20031212-00353, IS
       GRANTED and PanAmSat Licensee Corp. is authorized to continue
      operating the tracking, telemetry and command (“TT&C”) systems on its
      GALAXY IX satellite, S2 146, for a period of December 20,2003 to
      January 15,2004, in accordance with the terms, conditions, and technical
      specifications set forth in its application, this Attachment and the
      Commission’s Rules; and
2.    During the operation of the GALAXY IX satellite at the 127.1O
      W.L.orbita1 location, PanAmSat Licensee Corp. shall not operate the
      communications payload on the satellite; and
3.    PanAmSat Licensee Corp. shall coordinate all its TT&C operations with
      existing geostationary satellites to ensure that no unacceptable interference
      results from its TT&C operations; and
4.    During its operations at 127” W.L. no harmful interference shall be caused
      by GALAXY IX to any other lawfully operating in-orbit satellite, and
      operations of the GALAXY IX satellite shall cease immediately upon
      notification of such interference and shall inform the FCC in writing
      immediately of such an event; and
5.    PanAmSat Licensee Corp. is required to accept interference from other
      lawfully operating in-orbit satellites; and
6.    Grant of this special temporary authority does not, in any way, prejudice
     Commission action on any pending or future PanAmSat Licensee Corp.
     application for permanent or temporary authority, or for modification of
     permanent or temporary authority, to operate any satellite at the 127.1 O

     W.L. orbital location; and
7.   Any action taken or expense incurred as a result of operations pursuant to
     this special temporary authority is solely at PanAmSat Licensee C o p ’ s
     own risk.
8.   PanAmSat. is afforded thirty days from the date of release of this grant
     and authorization to decline this authorization as conditioned. Failure to
     respond within this period will constitute formal acceptance of the
     authorization as conditioned.
9.   This Grant is issued pursuant to Section 0.261 of the Commission’srules
     on delegated authority, 47 C.F.R. 0 0.261, and is effective upon release.
     Petitions for reconsideration under Section 1.106 or applications for
     review under Section 1.115 of the Commission’srules, 47 C.F.R. $3
     1.106, 1.115, may be filed within 30 days of the date of the public notice
     indicating that this action was taken.

                    REQUEST FOR SPECIAL TEMPORARY AUTHORITY

       PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the
Commission's rules,l hereby requests a 60-day extension, through February 17,2004, of
its special temporary authority ("STA") to operate Galaxy IX at 127.10" W.L.

        On November 19,2003, the Commission grant stamped, subject to conditions,
PanAmSat's request for an STA to relocate Galaxy IX from 127" W.L. to 127.10" W.L.2
PanAmSat had made its STA request in preparation for the arrival of a replacement
satellite, Galaxy XIII, at 127" W.L. The STA enabled PanAmSat to maintain a safe
separation between Galaxy IX and Galaxy XI11 while traffic was migrated from the
former to the latter. Absent an extension, the current STA would expire on December
19,2003.

      In the near future, PanAmSat will be filing a request for an STA to relocate
Galaxy IX to a different orbital location. The relocation will commence no earlier than
January 18,2004, which is more than 30 days beyond the expiration of the current STA.
Given this timing, and in an effort to avoid having to seek multiple extensions,
PanAmSat is requesting an extension of its STA for 60 days rather than 30 days.

       PanAmSat's extension request is supported by good cause. An extension will
enable PanAmSat, prior to the relocation, to operate Galaxy IX as an in-orbit spare and
to keep in place the safe separation between that satellite and Galaxy XIII. Facilitating
redundant capacity and maintaining safe separation distances are clearly in the public
interest.

      Accordingly, and for good cause shown, PanAmSat respectfully requests that its
STA be extended through February 17,2004. Questions with respect to this matter
