                Conditions of Authorization - SAT-STA-20031209-00349

        1.   SES Americom, Inc.'s application, SAT-STA-2003 1209-00349, IS
             GRANTED and SES Americom, Inc. is authorized to continue operating
             the tracking, telemetry and command ("TT&C") systems on its GSTAR 4
             satellite, callsign GSTAR 4, for a period of December 9,2003 to January
             29,2004 to drift, in accordance with the terms, conditions, and technical
             specifications set forth in its application and this Attachment; and
        2.   During the drift of the GSTAR 4 satellite out of the 105"W. L. location
             towards the 165"W.L. orbital location, SES Americom shall not operate
             the communications payload on the satellite; and
        3.   SES Americom, INC. shall coordinate all its TT&C operations with
             existing geostationary satellites to ensure that no unacceptable interference
             results from its TT&C operations during its drift operations; and
        4.   During the drift no harmful interference shall be caused by GSTAR 4 to
             any other lawfully operating in-orbit satellite, and operations of the
             GSTAR 4 satellite shall cease immediately upon notification of such
             interference; and
'       5.   SES Americom is required to accept interference from other lawfully
             operating in-orbit satellites; and
    .   6.   Grant of this special temporary authority does not, in any way, prejudice
             Commission action on any pending or future SES Americom application
             for permanent or temporary authority, or for modification of permanent or
             temporary authority, to operate any satellite at the 165" W.L. orbital
             location; and
        7.   Any action taken or expense incurred as a result of operations pursuant to
             this special temporary authority is solely at SES Americom's own risk.
        8.   SES Americom, Inc. is afforded thirty days from the date of release of this
             grant and authorization to decline this authorization as conditioned.
             Failure to respond within this period will constitute formal acceptance of
             the authorization as conditioned.
        9.   This Grant is issued pursuant to Section 0.261 of the Commission's rules
             on delegated authority, 47 C.F.R. 3 0.261, and is effective upon release.
             Petitions for reconsideration under Section 1.106 or applications for
             review under Section 1.115 of the Commission's rules, 47 C.F.R. $0
              1.106, 1.115, may be filed within 30 days of the date of the public notice
             indicating that this action was taken.

                    APPLICATION OF SES AMERICOM, INC.

             SES AMERICOM, Inc. ("SES AMERICOM') hereby respectfully

requests a sixty-day extension of its special temporary authority permitting the

relocation of the GSTAR 4 Ku-band satellite.1 Grant of the requested extension will

serve the public interest, convenience, and necessity.

              SES AMERICOM began drifting GSTAR 4 away from the 105" W.L.

orbital location towards 165" W.L. pursuant to authority granted by the

Commission in October. SES AMERICOM has separately requested special

temporary authority to operate GSTAR 4 at 165" W.L. once the spacecraft arrives at

that orbital location.2

              SES AMERICOM requested authority to move GSTAR 4 out of

105" W.L. because the spacecraft was n o longer needed to provide service there, and

maintaining the satellite at t h a t position was having a negative impact on services

being provided from t h a t location. Subsequent t o grant of the initial STA request,

SES AMERICOM has been drifting the satellite to the West at a rate of .38 degrees

a day. SES AMERICOM proposes to continue drifting the spacecraft toward

165" W.L. during the next two months.

             For the foregoing reasons, SES AMERICOM seeks extension of its

temporary authority for a period of sixty days to continue the relocation of GSTAR 4

toward 165" W.L. at the company's own risk and pursuant to the same conditions

imposed in connection with the previous authorization. SES AMERICOM hereby

certifies that no party to this application is subject to a denial of federal benefits

pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988,21 U.S.C.        0 862.
