8. Description Intelsat LLC ('Intelsat') requests Special Temporary Authority ('STA') for 60 days -- from January 1, 2004 to March 1, 2004 -- to begin commercial operations, other than those already approved, on INTELSAT 702 at 54.85 E.L.
