                                PAS Galaxy IX

a) During the drift of the Galaxy IX satellite from 127.0" W.L. to 127.10" W.L.
   PanAmSat shall coordinate its Tracking, Telemetry, and Command (TT&C)
   operations for the Galaxy IX satellite with all existing geostationary satellites to
   ensure that no unacceptable interference results from its TT&C 0perations;'and

b) During the drift no harmful interference shall be caused by Galaxy IX satellite to
   any other lawfully operating in-orbit satellite, and operations of the satellite shall
   cease immediately upon notification of such interference; and

c) PanAmSat is required to accept interference from other lawfully operating in-orbit
   satellites; and

d) Grant of this special temporary authority does not, in any way, prejudice
   Commission action on any pending or future PanAmSat application for permanent
   authority, or for modification of permanent authority, to operate any satellite at
   the 127.10' W.L. orbit location; and

e) Any action taken or expense incurred as a result of operations pursuant to this
   special temporary authority is solely at PanAmSat's own risk; and

f ) PanAmSat shall operate the Galaxy IX satellite at the 127.10' W.L. orbital
    location in compliance with all existing coordination agreements for the nominal
    127.0' W.L.location; and

g) PanAmSat will, barring catastrophic failure of satellite components, maintain the
   capability to deorbit the Galaxy IX spacecraft to an orbit with a perigee of no less
   than 300 kilometers above the geostationary altitude, by, for example,
   maintaining adequate fuel reserves.
