                            Dear Ms. Dortch:

                            Intelsat LLC ("Intelsat") herein requests Special Temporary Authority ("STA")l for
                            30 days to stop INTELSAT 602 at 50.5° E.L. and to begin operations at that
                            location. INTELSAT 602 currently is drifting toward 66.15° E.L. pursuant to an
                            STA.‘ As further explained below, because Intelsat wishes to begin operating
                            INTELSAT 602 at 50.5° E.L. by July 17, 2003 it requests expeditious treatment of
                            this STA request.

                            50,.5° E.L. is a location for which the Administration of Thailand holds the ITU
                            filings. Shin Satellite, which has the concession from the Administration of
                            Thailand to operate a satellite at that location, has immediate need for testing of its
                            IPStar broadband service provision platform at that location. Because the
                            INTELSAT 602 satellite is very near the 50.5° E.L. location, Intelsat has the
                            opportunity to provide payload capacity to Shin Satellite for this testing. The
                            testing will be performed in C—band, and may also be performed in Ku—band, time
                            permitting.

                            If authorized by the FCC, Intelsat currently plans to keep the satellite at 50.5° E.L.
                            for 30 days or less during this testing, and then continue the drift toward 66.15°
                            EL. At all times during the INTELSAT 602 satellite‘s temporary stay at 50.5°

                            filing fee electronically via the International Bureau‘s Filing System.

       With this grant, Intelsat LLC is authorized to immediately begin testing
operations in the C—band and Ku—band at the 50.5° E.L. orbital location, for a period of 30
days, subject to the following conditions:

       1)      Intelsat LLC‘s testing shall be on a non—interference basis with respect to
               other lawfully operating satellites;

       2)      Intelsat shall coordinate with existing geostationary satellites to ensure
               that no unacceptable interference results from its in—orbit testing
               operations;

       3)      In the event that any unacceptable interference does occur, Intelsat LLC
               shall cease operations until the issue is rectified;

       4)      During the 30 day testing period, Intelsat LLC shall maintain full
               operational control of the INTELSAT 602 satellite at all times;

       5)      Any actions taken as a result of this special temporary authority ARE
               SOLELY AT INTELSAT LLC‘S OWN RISK; and

       6)      Intelsat must submit, within 7 calendar days, a statement from the Thai
               Government indicating (1) the date on which it will become the licensing
               administration for the satellite, for purposes of Article 18.1 of the ITU
               Radio Regulations, and the scope of the Thai Government authorization
               (i.e. duration and conditions associated with the authorization). This grant
               is subject to modification insofar as necessary to render the scope of this
               authorization compatible with Thai Government authorizations, or with
               any understandings reached subsequently between the Thai and U.S.
               regulatory authorities concerning the operations of the satellite.

       7)      This temporary authorization and any further operations of the satellite are
               subject to the following conditions: (1) Intelsat shall seek FCC
               authorization for any future operations of the satellite outside the scope of
               Thai Government authorizations; (2) Intelsat will, barring catastrophic
               failure of satellite components, maintain the capability to deorbit the
               satellite to an orbit with a perigee of no less than 300 kilometers above the
               geostationary altitude, by, for example, maintaining adequate fuel
               reserves; and (3) will deorbit the satellite to such an orbit and its end—of—
               life.
This grant also confirms the verbal authority granted to Intelsat on July 16, 2003 to stop
INTELSAT 602 at 50.5° E.L.
