Re:    Notice of Commencement of Inclined Orbit Operations for Intelsat 709
       Call Sign S2396

Dear Ms. Dortch:

         Pursuant to Section 25.280(a) of the Commission's rules (47 C.F.R. §
25.280(a)), Intelsat License LLC hereby notifies the FCC of the
commencement of inclined orbit operations for Intelsat 709. Intelsat currently
is drifting Intelsat 709 from 72.1° E.L. to 47.5° E.L. pursuant to Special
Temporary Authority (“STA”).1 As noted in the STA request, at 47.5° E.L.,
Intelsat 709 will operate in inclined orbit mode pursuant to the ITU filings of
the German Administration. Set forth below is the information required by the
Commission.

(1)    The operator's name is Intelsat License LLC.

(2)    The satellite left the 0.05° inclination control box on May 3, 2012. The
       last north/south station-keeping maneuver occurred on April 23, 2012.

(3)    The initial inclination (after the last north/south station-keeping
       maneuver) was 0.032º.

(4)    The rate of change in inclination per year is as follows:

       2012 – 0.812° per year
       2013 – 0.787° per year
       2014 – 0.771° per year
       2015 – 0.765° per year

The expected end-of-life of the satellite accounting for inclined orbit
operations is March 31, 2013.
