                          EXPEDITED CONSIDERATION REQUESTED

Dear Ms. Dortch:

                Pursuant to Section 309(c)(2)(G) of the Communications Act of 1934, as
amended, 47 U.S.C. 0 309(c)(2)(G), EchoStar Satellite Corporation (“EchoStar”) hereby requests
renewal of its Special Temporary Authority (“STA”) to operate its EchoStar 6 satellite at the
1 loo W.L. orbital location over the channels licensed to EchoStar at 1 loo W.L. for a period of 30
days pending the filing of a modification application to allow regular operation. EchoStar 6
arrived at the 110” W.L. orbital location from 119” W.L. on February 10,2003. Enclosed is an
FCC Form 159 and a check in the amount of $145.00 to cover applicable filing fees. Also
enclosed is an additional copy, which we ask that you date stamp and return with our messenger.

                 On January 23,2003, EchoStar requested STA to move EchoStar 6 from the 119”
W.L. orbital location to 110” W.L. and operate it at that location in order to provide sufficient
redundancy because the EchoStar 8 satellite, recently launched to that location, has suffered a
thruster anomaly that renders the spacecraft less than optimally reliable. ’ EchoStar requested
expedited action due to the impending eclipse season that significantly increased the risk of the
satellite relocation and the need to ensure uninterrupted service to customers. The FCC’s
International Bureau granted STA until March 1, 2003.2 EchoStar 6 arrived at the 110” W.L.

1) EchoStar 6 shall not cause harmful interference to any lawfully operating
   radiocommunication system and the operations of EchoStar 6 shall cease
   immediately upon notification of such harmful interference.

2) This STA is granted without prejudice to the Commission’s action on
   EchoStar Satellite Corporation’s underlying application for permanent
   authority, File No. SAT-MOD-20030303-00024.
