                                Dear Ms. Dortch:

                            Intelsat LLC (“Intelsat”) herein requests Special Temporary Authority (“STA”)’ for
                            30 days to immediately begin drifting INTELSAT 702 to 156.9’ E.L. and to begin
                            operating at that location in December 2002. INTELSAT 702 will be co-located at
                            156.9” E.L. with INTELSAT 604, which is located at 157.0” E.L.

                            INTELSAT 702 is currently located at the 1’76.0” E.L. orbital location, where it
                            recently was replaced by INTELSAT 804. On September 23,2002, Intelsat filed an
                            application to modify its authorization for INTELSAT 702 to allow its deployment
                            at 85.15” E.L. (“Modification Application”).2 In order to satisfy customer demand
                            at the nominal 157.0” E.L. orbital location, Intelsat has decided instead to co-locate
                            INTELSAT 702 with INTELSAT 604 at that nominal location. Intelsat is tiling an
                            amendment to the Modification Application concurrently with this STA request.

                            Grant of this STA request will serve the public interest by providing Intelsat with
                            the flexibility needed to manage its system, meet the current customer demand for
                            satellite services in the region and operate the INTELSAT 702 and INTELSAT 604
                            spacecraft in a safe manner. In addition, grant of this STA request will not result in
                            increased risk of harmful interference. Any operation of INTELSAT 702 at 156.9”
                            E.L. pursuant to STA will be in conformance with coordination agreements for that
                            location.

                                    Intelsat has filed its STA request, an FCC Form 159, a $670.00 filing fee
                            and this supporting letter electronically via the International Bureau’s Filing System.

Intelsat was granted authority to begin to drift the INTELSAT 702 satellite on December
3,2002. Today, we grant Intelsat LLC’s request, to operate the INTELSAT 702 satellite,
pending action on the underlying modification application, at the 156.9 E.L. location for
30 days, subject to the following condition:

       1)      Intelsat LLC will operate the INTELSAT 702 satellite in compliance with
               all existing coordination agreements.
