Ladies and Gentlemen:

                Hughes Global Services, Inc. (“HGS”) hereby requests grant of continued Special
Temporary Authorization (“STA”) to operate geostationary space station SBS-4 at the 77” W.L.
orbital position at the existing STA parameters for an additional period of 180 days through and
including May 1, 2003.

               On August 29, 1994, Hughes Communications Galaxy, Inc. (“HCG”) filed the
original request for STA to operate SBS-4 at 77” W.L. beyond its original ten-year license term.
The Commission granted this STA request,’ as well as subsequent requests for extended STA
operations.2 HCG operated SBS4 pursuant to these authorizations until it assigned SBS-4 to
PanAmSat Corporation in 1997 as part of a larger, proforma transaction.3 PanAmSat operated
the SBS-4 satellite in an inclined orbit at 77” W.L. pursuant to continued STA authority.4

               On April 14,2000, HGS requested STA to assign SBS4 from PanAmSat to HGS
and to continue to operate SBS-4 in accordance with the technical parameters of PanAmSat’s
