                   REQUEST FOR SPECIAL TEMPORARY AUTHORITY
                         TO CONDUCT IN-ORBIT TESTING

       PanAmSat Licensee Corp. (“PanAmSat”), pursuant to Section 25.120 of the
Commission’s Rules,1 hereby requests Special Temporary Authority (“STA”) to conduct
certain C-band testing of its PAS-6 satellite located at the 72” E.L. orbital location, for a
period of four (4) days beginning on September 17,2002.

       In particular, PanAmSat seeks to transmit on the PAS-6 Africa beam uplink
signals in the 5928-5982 MHz, 6048-6102 MHz, and 6178-6232 MHz frequency bands
and the corresponding downlinks in the 3703-3757 MHz, 3823-3877 MHz, and 3953-
4007 MHz frequency bands, in order to conduct tests with the Russian operator of
Statsionar-20 located at 70.0’ E.L. Such testing will be of limited duration during the
time period requested and is a necessary pre-condition to completing coordination
between the two referenced satellite networks.

       PanAmSat’s STA request is supported by good cause. Grant of the request will
enable PanAmSat to complete coordination between two satellite networks. Moreover,
grant of the requested STA would present no risk of interference to other authorized
users. As the Commission is aware, PanAmSat entered into a coordination agreement
with the Indian satellite operator, ISRO, in March 2002, concerning its Insat-3C satellite
and the aforementioned frequencies. PanAmSat will comply fully with the ISRO
agreement in conducting the test for which this temporary authority is requested.

       Accordingly, and for good cause shown, PanAmSat respectfully requests an STA
for a period of four (4) days to conduct certain C-band frequency testing involving PAS-
6 at 72.0” E.L. Questions with respect to this matter should be directed to Henry
Goldberg or Michael A. McCoin, PanAmSat’s counsel.

                                        ATTACHMENT

          Today, we grant PanAmSat Licensee Corp.‘s request for Special Temporary Authority to
test its PAS-6 satellite at 72.0“ E.L. for a period of four days beginning on September 17,2002,
in light of extraordinary circumstances arising from its coordination negotiation with the Russian
operator of Statsionar-20, located at 70.0” E.L., subject to the following conditions:

        (a) PanAmSat Licensee Corp. shall coordinate its operations with all potentially affected
            satellite operators;
        (b) No harmful interference shall be caused to any lawfully operating in-orbit satellites,
            and operations shall cease immediately upon notification of such interference;
        (c) PanAmSat Licensee Corp. is required to accept interference from other lawfully
            operating in-orbit satellites; and
        (d) PanAmSat Licensee Corp. will conduct its tests of the PAS 6 satellite in compliance
            with all existing coordination agreements.
