 Intelsat-LLC requests an STA for 30 days to begin operating INTELSAT 603 at 19.95 degrees W.L.
 to fulfill an immediate need for service from this location in response to extraordinary recent events
 concerning the Middle East. Intelsat currently has an amendment application on tile to allow for
 permanent operations at this location.

                          Dear Ms. Dortch:

                          Intelsat LLC (“Intelsat”) herein requests Special Temporary Authority (“STA”)’ for
                          30 days to begin operating INTELSAT 603 at its current location of 19.95” W.L. in
                          order to fulfill an immediate need for service from this location in response to
                          extraordinary recent events concerning the Middle East.2

                          Recently, pursuant to STA, INTELSAT 603 was moved from 20.0” W.L. to 19.95”
                          W.L. in order to accommodate a coordination agreement with another operator at
                          the nominally same orbital location.3 That STA grant specifically did not authorize
                          Intelsat to provide communications service from the 19.95” W.L. location.4 Intelsat
                          has a pending modification application seeking such operational authority for that
                          location.’

                          electronically via the International Bureau’s Filing System.

Intelsat herein seeks operational authority at 19.95” W.L. in order to accommodate a
potential customer that has an immediate need for service at that location. The
potential customer, a major news organization, seeks the satellite capacity as the
result of recent events concerning the Middle East. Specifically, the potential
customer seeks the ability to cover news events that may very quickly transpire in
that region.

Grant of this STA request will serve the public interest by satisfying immediate
customer demand for service at this location in order to potentially provide
important news coverage of breaking events. In addition, grant of this STA request
will not result in an increased risk of harmful interference. The nominal 20.0” W.L.
location is a location previously licensed to Intelsat. As noted above, Intelsat has a
pending modification request to operate INTELSAT 603 at that location consistent
with coordination agreements for that location. That application will be eligible for
grant in less than 30 days. Any operation of INTELSAT 603 at 19.95” W.L.
pursuant to STA also will be in conformance with coordination agreements for that
location.

Today, we grant Intelsat LLC’s request for Special Temporary Authority to begin operating its
INTELSAT 603 satellite at its current location of 19.95” W.L. for a period of 30 days, in order to
fulfill an immediate need for service from this location in response to extraordinary recent events
concerning the Middle East’, subject to the following conditions:
         1)    This Special Temporary Authority is granted without prejudice to our final
               determination of Intelsat LLC’s underlying modification application2; and
         2)    Intelsat LLC will operate the INTELSAT 603 satellite in compliance with all
               existing coordination agreements.
