        Re:     Surrender of Authorization for COMSTAR D—4

Dear Ms. Salas:

       COMSAT General Corporation (°COMSAT General") has sold the COMSTAR D—4
domestic fixed satellte to an entity that has been authorized to operate it from another orbital
ocation subject to the jurisdiction of a foreign Administration." The relocation of the satelite
will be controlled via earth stations located outside the United States. Accordingly, COMSAT
General hereby surrenders ts authorization to operate the COMSTAR D—4. The COMSTAR
D:is not a common carrier satellite and carries no communications traffic
