Dear Mr. Tycz:

        TEMPO Satellite, Inc. ("TEMPO®"), through its counsel, submits this letter in connection
with your February 26, 1997 letter to Pantelis Michalopoulos, counsel to EchoStar Satellite
Corporation and Directsat Corporation (hereinafter jointly referred to as "EchoStar"). EchoStar
was instructed to supply additional information regarding its request for special temporary
authority ("STA") to operate USABSS—3 and USABSS—4 at 119.05° W.L. and 118.95° W.L.,
respectively, and to address the potential for interference to TEMPO‘s satellite at 118.8° W.L.,
which will arrive on station on approximately April 11, 1997.

       TEMPO herein advises the Commission that representatives of TEMPO and EchoStar
have entered into discussions with respect to EchoStar‘s request to reposition USABSS—3 and
USABSS—4. TEMPO has indicated to EchoStar that it may not object to the proposed relocation
of USABSS—4 (its left hand circular polarized satellite) to a point further West of its currently
authorized location, preferably to 119.1° W.L. Moving USABSS—4 to a point further West of its
authorized location at 118.8° W.L. would reduce the ongoing coordination that would be
necessary to operate two separately owned satellites in the same vicinity.

       TEMPO remains concerned, however, about the potential for harmful interference that
may result to its system at 118.8° W.L. if EchoStar is authorized to move USABSS—3 to the East
of its currently licensed position, 119.2° W.L. In this respect, TEMPO looks forward to

expeditiously reviewing the technical showing that EchoStar has indicated it is filing today in
response to your request for additional information.
