Reference:     Request for Extension of Special Temporary Authority to
               Operate the TELSTAR 302 Domestic Fixed—Satellite in Inclined
               Orbit Mode beyond license term (File No. 152—SAT—STA—96)

Dear Mr. Hart:

AT&T Corp. has requested an extension of special temporary authority to continue to operate
its Telstar 302 domestic fixed—satellite in inclined orbit mode beyond its license term.

Telstar 302 is operating at the 85° W.L. orbit location. It was launched in August 1984 and
commenced service in October 1984. It has been operating successfully in inclined orbit
mode sinde January 1, 1995. With continued inclined orbit operations, AT&T estimates that
the in—orbit life of Telstar 302 could extend through January 1998. AT&T states that
continued operation of Telstar 302 would serve the public interest, especially in view of the
current industry—wide C—band shortage. AT&T seeks authority to continue to operate its
Telstar 302 satellite for an additional six months.

Pursuant to Section 0.261 of the Commission‘s rules on delegations of authority, 47 C.F.R.
§ 0.261, AT&T Corp.‘s request for special temporary authority to continue to operate its
Telstar 302 satellite in an inclined orbit mode beyond its license term is granted, until further
order of the Commission, but not beyond March 31, 1997. Operations are subject to the
same terms and conditions of its original authorization, as modified in 10 FCC Rcd 3803 —
(1995).
