Dear Ms. Kahng:

Hughes Communications Galaxy, Inc. has requested an extension of special temporary authority (STA)
to operate its SBS—4 domestic fixed—satellite in inclined orbit mode. Hughes is operating its SBS—4 satellite
in inclined orbit pursuant to Hughes Communications Galaxy, Inc., 9 ECC Red 2155 (1994). In File No.
60—DSS—STA—94, Hughes was granted a special temporary authorization (STA) to continue operating
SBS—4 for a 180—day period beyond its license term until February 1995. Hughes seeks an extension of
the STA through February 1997, pending action on its application for modification to extend the license
term of SBS—4 for an additional ten years. (See Modification File No. 59—DSS—ML—94).

Pursuant to Section 0.261 of the Commission‘s rules on delegations of authority, 47 C.F.R. § 0.261,
Hughes Communications Galaxy, Inc. is authorized to operate the SBS—4 satellite in inclined orbit mode
at 77° W. L. through February 28, 1997. This authorization is subject to the same terms and conditions
as set forth in its original authorization, as modified in 7 FCC Red 7119 (1992) and 9 ECC Red 2155
(1994).
