To: Chief, International Bureau PETITION FOR RECONSIDERATION The International Telecommunications Satellite Organization (INTELSAT), by its attorneys and pursuant to Section 1.106 of the Commission‘s Rules, hereby requests the Chief of the International Bureau to reconsider the Order and Authorization, released December 20, 1996 (DA 96—2139), which extended the Special Temporary Authority (STA) previously granted to Columbia Communications Corporation for a period of 180 days.‘ In support whereof, the following is shown: The Order and Authorization was granted ex parte, without service on INTELSAT, without any public notice, and without opportunity for public participation. The grant was based solely upon the findings made by the Bureau in the STA Order.
