Reference:    Request for Extension of Special Temporary Authority to
              Operate the GSTAR 2 Domestic Fixed—Satellite in Inclined Orbit
              Mode beyond license term (File No. 141—SAT—STA—96)

Dear Mr. Dixon:


GE American Communications, Inc. (GE Americom) has requested an extension of special
temporary authority to continue to operate its GSTAR 2 domestic fixed—satellite in inclined
orbit mode beyond its license term.

GSTAR 2 was placed into service March 1986 and is operating at at 1250 W.L.         GE
Americom estimates that GSTAR 2 will continue to provide customer services, and seeks
authority to continue operations beyond the March 1996 expiration of its license term.

This confirms special temporary authority, granted verbally September 13, 1996, pursuant to
Section 0.261 of the Commission‘s rules on delegations of authority, 47 C.F.R. § 0.261, to
permit GE Americom to operate the GSTAR 2 satellite beyond its license term, until further
order of the Commission, but not beyond October 30, 1996.       Operations are subject to the
same terms and conditions of its original authorization, as modified in 10 FCC Red 11021
(1995).
