  Dear Mr.     Caton:

       COMSAT General Corporation ("COMGEN"), pursuant to Section
  25.119 of the Commission‘s Rules, hereby requests extension of
  the special temporary authorization ("STA") for the COMSTAR D—4
  satellite (KS—29) granted orally on July 8, 1994, for a period of
  sixty—days and subsequently extended orally.  The current STA
  permits COMGEN to use the COMSTAR D—4 satellite to send and
  receive transmissions to and from ships in U.S. coastal waters
  and in the Caribbean region.  Because the pending December 28,
  1995 STA request is due to expire on July 2, 1996, we hereby seek
  extension of the STA for an additional six—month period until
  January 2,      1997.

         Particulars in support of this request are set forth in the
  COMGEN STA request of December 28, 1995, pertaining to the
  COMSTAR D—4 satellite (KS—29), as well as in previous filings
  regarding this experiment.  In addition, attached to this request
  is a copy of a technical report describing the results of the
  experimental operations over the past six months.  As
  demonstrated in the report, the COMSTAR D—4 is functioning better
  than expected and has shown no signs of degradation.  Moreover,
  there have been no reports of interference to other radio
  communications facilities due to the operation of this
  experiment.  Continuation of these operations will serve the
  public interest by demonstrating the utility of inclined orbits
  and stabilized VSAT antennas in the provision of C—band service

for maritime users.

          To date, COMSAT Mobile Communications                     ("CMC"), a customer of
COMGEN, has successfully installed four C—band stabilized
antennas on foreign registry cruise ships located in the
Caribbean and U.S. coastal waters.  A fifth installation is
expected to be completed shortly.  Should the Commission decline
to    extend the STA,                   COMGEN‘s   customers will   suffer   from
interruption of their ongoing communications operations and
investments.  Such a result would not be in the public interest

     Accordingly, COMGEN respectfully submits that the public
interest would be served by extension of the requested
experimental authorization.

     COMGEN certifies that neither the applicant nor any other
party to this application is subject to a denial of Federal
benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of
1988, 21 U.S.C. § 853a.

     An original and two copies of this application are enclosed,
and a check in the amount of $575.00, to cover the requisite FCC
filing fee, is attached.  Please date—stamp the enclosed copy
marked "Duplicate" and return it to the undersigned in the
enclosed stamped, self—addressed envelope.

                         for
                      COMSTAR D4
                  C—Band Experiment




June 28,   1996


1.0     General

COMSAT General Corporation, COMGEN, has received Special
Temporary Authority (STA) to operate the COMSTAR D—4 satellite,
call sign KS—29, now in included orbit, in a maritime mobile
environment as part of an experiment to determine the viability
of providing communications using "C" Band to ships in the
Caribbean Sea and US coastal waters.

COMSAT Mobile Communications, CMC, a division of COMSAT and a
customer of COMGEN, has been conducting an experiment under STA
granted January 6, 1996 (File No. S—2297—EX—96), and the
continuing technical results are most promising.   System
performance and communications availability has been very high
and meets customer expectations.  The following provides a
summary of D4 spacecraft performance, shipboard earth station
(SES) configuration and interference potential.

2.0     Spacecraft Performance

COMSTAR D4 is performing to specification and has shown no sign
of degradation since beginning the experiment.  The spacecraft is
in an inclined orbit with a north/south inclination of 8.9°.   A
satellite life of a least four more years is expected.

3.0      Interference Potential

There have been no reports of interference to other radio
communications facilities due to the operation of this C—Band
experiment.  Interference from other C—Band radio communications
facilities has not affected the performance of this C—Band
experiment.
