Reference:    COMSAT General Corporation‘s Requests for Extension of Special
              Temporary Authority for COMSTAR D4 (File Nos. 11—SAT—STA—96, 64—
               SAT—STA—96, 130/134—SAT—STA—96)

Dear Mr. Avruch:

COMSAT General Corporation has requested an             extension of special temporary authority (STA) to
continue to operate its COMSTAR D4 domestic             fixed—satellite in inclined orbit mode. In addition,
COMSAT seeks an extension of special temporary          authority to continue to provide service to and from
ships in the U.S. coastal waters and in the Caribbean   Region. COMSAT requests an additional six months
to continue to provide these services.

COMSAT was authorized to operate its COMSTAR D4 satellite in inclined orbit in COMSAT General
Corporation, 4 FCC Red 3820 (1989), and that authority has been extended. COMSAT‘s application for
special temporary authority to provide service to and from ships in the U.S. coastal waters and the
Caribbean (File No. 40—DSS—STA—94) was granted verbally on July 8, 1994, and subsequently extended.

Pursuant to Section 0.261 of the Commission‘s rules on delegations of authority, 47 C.F.R. § 0.261,
COMSAT General Corporation‘s requests for extension of special temporary authorizations ARE
GRANTED and COMSAT General Corporation IS AUTHORIZED (1) to operate the COMSTAR D4
satellite in inclined orbit mode and (2) to provide services authorized in File No. 40—DSS—STA—94. This
authority will expire February 28, 1997. This authorization is subject to the same terms and conditions
as set forth in its original authorization, as modified in 4 FCC Red 3820 (1989), and in conformance with
the specifications set forth in the referenced applications.
