    Dear Mr.   Tollefsen:


    Hughes Communications Galaxy, Inc. (HCG) has requested an extension of special
    temporary authority (STA) to operate its SBS—4 domestic fixed—satellite in an
    inclined orbit mode.       An STA was granted on February 17, 1993 (see letter from
    Chief, Domestic Facilities Division to HCG, in File No. 24—DSS—STA—93).           HCG has
    requested an extension of the STA through February 17, 1994, pending action on
    its application for modification of this satellite (File No. 25—DSS—ML—93).

    At the current rate of fuel consumption, HCG anticipates that SBS—4‘s useful
    life will expire in 1994.  The company therefore requests authority to operate
    SBS—4 in inclined orbit mode in order to extend the value of the satellite
    through fuel conservation.

    Pursuant to Section 0.291 of the Commission‘s rules on delegations of authority,
    Hughes Communications Galaxy, Inc. is authorized to operate the SBS—4 satellite
    in inclined orbit mode through February 17, 1994. This authorization is subject
    to the same terms and conditions as set forth in the Commission‘s February 1993
    letter.
