Dear Mr. Mansbach:

On April        17, 1989 COMSAT General Corporation (COMGEN) filed an application
requesting      authority to relocate its MARISAT F—1 (AOR) satellite (KS—33) from
15° W.L.        to 106° W.L. (File No. 1299—DSS—ML—89), The application had been
opposed by      the Department of Defense (DOD) on the grounds that the services
provided to DOD by the MARISAT F—1 (AOR) satellite could not be obtained at
the time from another satellite communication provider. DOD recently informed
the Commission that it no longer opposes COMGEN‘s application because DOD‘s
operational requirements have changed.      No other oppositions to CGOMGEN‘s

COMCEN now requests Special Temporary Authority (STA) to relocatse the                  MARISAT
F—1     (AOR)   satellite from 15° W.L. to 106° W.L.         COMGEN wants to begin moving
the satellite January 26, 1990, thereby allowing COMCGEN to meet              its       contract
obligations with the International Mariztime Satellite Organization (INMARSAT).
TINMARSAT leases       the   L—band   and   C—band   capacity    on the MARISAT F—1 (AOR)
satellite.

Pursuant to Section 0.291 of the Commission‘s rules on delegations of
authority, we hereby grant COMGEN‘s request for Special Temporary Authority
subject to the following conditions:

         (a)    this temporary authorization is subject to change in any of its
terms     or    to cancellation in its entirety at any time upon reasonable notice,
but without hearing, if in the opinion of the Commission circumstances should
require;

      (b)   COMGEN should notify the Commission when the MARISAT F—1 (AOR)
satellite is ready to commence operations at 106° W.L.; and

             (c)   this temporary sauthority, which is      granted without      prejudice   to
     final    action   on   the     pending   application   (File   No.   1299—DSS—ML—89),   is
     effective immediately and, unless renewed, expires on July 22, 1990.
