              SAT-RPL-20060119-00005 (Call Sign S2693)

Dear Ms. Dortch:

        DIRECTV Enterprises, LLC (“DIRECTV”) hereby voluntarily surrenders its
authorization to launch and operate DIRECTV 13, a space station in the Direct Broadcast
Satellite (“DBS”) service to be located at the nominal 110” W.L. orbital location. The
recent authorizations granted to a DBS “tweener” system on one side of this location, and
the pending application of a second tweener system on the other, have introduced
uncertainty in the DBS interference environment and increased the risk to satellite video
service delivered via a small customer receive antenna. DIRECTV has challenged these
tweener filings, and those challenges remain pending. Nonetheless, given the current
state of uncertainty, DIRECTV concluded that it cannot proceed with the contracting and
construction required to satisfy its milestone requirements at this time.
