                         Information Required in 47 C.F.R. § 25.137

Empresa Argentina de Soluciones Satelitales S.A. (“ARSAT”), an Argentine corporation,
respectfully files this Petition for a Declaratory Ruling pursuant to Section 25.137 of the
Commission’s Rules to add its C-band and Ku-band satellite ARSAT-2 to the Permitted Space
Station List at the 81°W orbital location.

Section 25.137(a) – Competitive Analysis

Not required. Agentina, the licensing administration, is a member of the World Trade
Organization (“WTO”). Additionally, the United States and Argentina have a bilateral
agreement that covers additional services requested in this Petition. ARSAT is not requesting
authority to provide any service that is not covered under the WTO Telecom Agreement or under
United States and Argentina bi-lateral agreements. See Petition for Declaratory Ruling, Section I
for further information.

Section 25.137(b) – Legal and Technical Information

The required information is submitted in the Petition for Declaratory Ruling, Form 312 and
associated Exhibits.

Section 25.137(d) – Financial Requirements

ARSAT-2 is already in orbit and operating and is the second geostationary satellite launched and
operated by ARSAT. Therefore it is not necessary for ARSAT to provide financial information
for the Commission to determine that ARSAT is financially capable of building, launching, and
operating a satellite. See Petition for Declaratory Ruling, Section I.
