         Re:   Permitted Space Station List Name Change Request – SATMEX 8;
               File No. SAT-PPL-20120823-00140

Dear Ms. Dortch:

Satélites Mexicanos, S.A. de C.V. (formerly “Satmex,” now operating as “Eutelsat Americas”)
respectfully requests that the SATMEX 8 space station name on the Permitted Space Station List
be changed to “Eutelsat 117 West A” (“E117WA”) to reflect its acquisition by Eutelsat
Communications (“Eutelsat”).1

Updating the SATMEX 8 space station name as requested herein will more accurately align its
name with the nomenclature of the Eutelsat fleet, ensure brand consistency and avoid
commercial confusion, and establish uniform designations for present and future Eutelsat
Americas’ satellites.

Please do not hesitate to contact me with any questions regarding this matter.

Respectfully submitted,

Carlos M. Nalda
Principal
