(d/b/a “SES WORLD SKIES”), is a company formed under the laws of The Netherlands and its ownership information is provided in detail in Exhibit C to this Petition for Declaratory Ruling (“Petition”). The Petition is not subject to the provisions regarding foreign ownership and control of certain FCC licenses under Section 310(b) of the Communications Act of 1934, as amended. SES WORLD SKIES is seeking only U.S. market access for The Netherlands-licensed SES-4 satellite and is not seeking an FCC license.
