                Response to Questions 30-34: Alien Ownership

       In response to Questions 31 and 32 of Form 312, Telesat Brasil Capacidade
de Satelites Ltda. (“Telesat Brasil”) is organized under the laws of Brazil. It is
99.99997% owned by a company that also is organized under the laws of Brazil
and that is indirectly owned and controlled by Telesat Canada, a company
organized under the laws of Canada. Additional details regarding Telesat
Brasil’s ownership can be found in Exhibit 3.

        Questions 32 and 33 of Form 312 ask whether the applicant, Telesat Brasil
is: (1) a corporation of which more than 20 percent of the capital stock is owned
of record or voted by aliens or their representatives or by a foreign government
or representative thereof or by any corporation organized under the laws of a
foreign country; or (2) directly or indirectly controlled by a corporation of which
more than 25 percent of the capital stock is owned of record or voted by aliens or
their representatives or by a foreign government or representative thereof or by
any corporation organized under the laws of a foreign country. These questions
are intended to ascertain whether the applicant complies with Sections 310(b)(3)
and 310(b)(4) of the Communications Act, which establish limits on foreign
ownership of the licensees of broadcast, common carrier, aeronautical en route,
and aeronautical fixed stations. Sections 310(b)(3) and 310(b)(4) are inapplicable
to Telesat Brasil’s proposed replacement satellite, because the satellite is not an
aeronautical en route or aeronautical fixed station and Telesat Brasil does not
propose to provide broadcast or common carrier service via the satellite.
