Re: Deorbiting of Inmarsat-3 F4 Satellite

Dear Ms. Dortch:

Inmarsat plc (“Inmarsat”), by its counsel, hereby gives notice that it has successfully
deorbited its Inmarsat-3 F4 space station (“I3F4,” call sign S2783). This satellite served the U.S.
market from the 54º W.L. orbital location,1 until its recent replacement by the Inmarsat-3 F5
spacecraft.2 The deorbiting was completed on May 11, 2016. The final measured orbit of the
I3F4 satellite is 217 km above the geostationary arc, with a perigee of 177 km. In the course of
de-orbiting the satellite, Inmarsat depleted the propellant tanks, discharged the batteries,
disconnected the power from the bus, and shut off the transmitters.

Please update the Commission’s records to reflect the deorbiting of this space station. If
you have any questions, please do not hesitate to contact me at 202-730-1350.

                                                  Sincerely yours,

                                                    /s/

                                                  William M. Wiltshire
                                                  Counsel for Inmarsat plc
