                          Dear Ms. Dortch:

                                   Telesat Canada, by its attorneys, hereby notifies the Commission that the
                          first three milestones for the Anik F3 satellite have been satisfied. On January 19,
                          2007, the Commission granted Telesat Canada‘s ("Telesat") request for a
                          declaratory ruling to add the C— and Ku—band payloads of Anik F3 to the
                          Commission‘s Permitted Space Station List ("Permitted List").‘ In that order, the
                          Commission conditioned inclusion of Anik F3 on the Permitted List on Telesat‘s
                          compliance with the following milestones:

                                  (1) Execute Contract for Construction:                     December 20, 2006;
                                  (2) Complete Critical Design Review:                       December 20, 2007;
                                  (3) Commence Physical Construction:                        December 20, 2008; and
                                  (4) Launch:                                                December 20, 2010

                          These are the same milestones that the FCC established for the Anik F3 satellite
                          when it granted EchoStar LLC ("EchoStar") blanket authorization for one million
                          receive—only earth stations that would receive direct—to—home programming from
                          Anik F3 in the Ku—band.>

In satisfaction of the first milestone requirement, on November 27, 2006, Telesat
provided the full and unedited copy of its spacecraft construction contract with
EADS Astrium SAS ("Astrium").*
In satisfaction of the second and third milestone requirements, Telesat provides the
attached declaration and photographs originally submitted to the FCC by EchoStar
in connection with its pending request for a reduction of the $3 million bond
payable on its earth station authorizations to communicate with Anik F3.° The
"Declaration of David Wendling Regarding the Construction Status of the Anik F3
Sactllite" dated January 18, 2006 and the photographs provided as Attachment 1
confirm that all critical design review has been completed and that physical
construction of the Anik F3 satellite is substantially completed.
