The Commission has discretion to modify the application of its ex parterules in any particular proceeding where, as here, the public interest warrants doing so. 47 C.F.R. § 1.1200(@). This matter is inextricably intertwined with two pending proceedings where the Commission is considering licensing "returned" 2 GHz MSS spectrum to TMTerreStar and 1CO, IB Docket Nos. 05—220 and 05—221. Both ofthose proceedings () involve proposals to modify the satellte authorizations ofother entities, and (i) have been designated "permit but disclose" for exparte purposes.. Inmarsat‘s submissions in those two proceedings discuss its general plans for the 2 GHz satellite network with respect to which authority is sought here, and those intentions are more specifically delineated here. Therefore, the free exchange ofviews made possible by "permit but disclose" status would allow for a more complete record," and would apply the same ex parte rules to ‘ Comments Concerning Use ofPortions ofReturned 2 GHz Mobile Satellie Service Frequencies, ECC 05—133, 05—134 (rel.
