Nature of Service:     Fixed Satellite Service


SES Americom, Inc.'s ("SES Americom") application, SAT-LOA-20031218-00358, Call Sign S2610, to launch and operate its
Americom-23 ("AMC-23") hybrid C/Ku-Band satellite at the 172 E.L. orbital location in the 3700-4200 MHz, 5925-6425 MHz,
10.95-11.2 GHz, 11.45-11.7 GHz, 12.2-12.75 GHz, and 14.-14.5 GHz frequency bands was granted by the Policy Branch Chief,
Satellite Division on July 13, 2004. In the same document, SES Americom's request for a waiver of the cross-polarization isolation
requirements, contained in Section 25.210 (i) of the Commission's rules, was granted as the failure to meet the cross-polarization
isolation requirements would not adversely impact any other operator, and that the only party to suffer an increase in interference
would be SES Americom itself. In addition, SES Americom's request for waiver of Section 25.210(f) of the Commission's Rules was
dismissed as moot.

Petition for Declaratory Ruling to be Added to the Permitted List

Nature of Service:     Fixed Satellite Service


On March 18, 2004, Intelsat North America LLC ("Intelsat North America") notified the Commission, pursuant to Section 25.137(g)
of the Commission's rules, of a change in ownership of the Telstar 13 space station from Loral SpaceCom Corporation ("Loral") to
Intelsat North America. The Telstar 13 space station was added to the Permitted Space Station List on August 8, 2003. See Order, 18
FCC Rcd 16374 (2003). The notification of the change of ownership was placed on Public Notice on April 2, 2004. See Public
Notice, Report No. SAT-00206. No comments were received in response to the Public Notice.

After review, the Satellite Division has determined that the transfer of control from Loral to Intelsat North America does not affect
any of the considerations made when the original satellite operator was allowed to enter the U.S. market. The Permitted Space Station
List will be amended to reflect the change of ownership of Telstar 13 from Loral to Intelsat North America. In addition, we will
amend the Permitted Space Station List to reflect the re-naming of the Telstar 13 space station as "Intelsat Americas 13" ("IA-13").
