Dear Ms. Dortch:

       Star One S.A. ("Star One") hereby relinguishes the Permitted Space Station List entry recently
granted by the Commission for the Star One CI satelite at 65° W.L." As a result of unanticipated
compliations in securing the payment bond required by the Commission and other factors, Star One
believes that the most appropriate course of action is to relinguish its existing authorization and file a
new petition for declaratory ruling when these outstanding issues have been resolved. Star One remains
fully committed to Iaunching and operating the Star One C1 satelite to serve the United States, among
other regions, and intends to refile at the earlist practicable time.
