Petition for Declaratory Ruling seeking United States market access for Kineis, a non-voice, non-geostationary orbit Mobile-Satellite Service system to operate in the 399.9-400.05 MHz & 400.15-401 MHz frequency bands as well as other spectrum identified in the Schedule S and the Technical Annex hereto. This Petition is submitted in response to the FCC Public Notice issued August 15, 2019 announcing the establishment of an October 15, 2019 cut-off date for the submission of applications and petitions to provide this type of service.
