Dear Ms. Dortch:

On March 6, 2016, representatives of Kepler Communications Inc. (“Kepler”) met with representatives of
the International Bureau to discuss Kepler’s pending applications to operate non-geostationary satellite
orbit (“NGSO”) fixed-satellite service (“FSS”) systems in the Ku-band. Participating in the meeting on
behalf of the International Bureau were Jose Albuquerque, Karl Kensinger, Stephen Duall, Chip Fleming,
Christopher Bair, Cindy Spiers, Kathyrn Medley, Kerry Murray and Merissa Velez. Participating in the
meeting on behalf of Kepler were Mina Mitry and Nickolas Spina.

The meeting participants discussed the general progress of Kepler’s system from both a technical and
business merit perspective. Kepler clarified developments on the Canadian front with regards to the
moratorium/licensing as well as on the international front from an ITU filing state. Product development
is on track and kepler remains confident in ISED’s ability to grant a space license prior to operations
commencing in November, 2017.

In regards to ground stations, Kepler noted that due to the newly proposed licensing requirements in
Canada – it intends to operate both TT&C and its gateway within the confines of Canada. Of note was the
discussion of an additional filing to be presented to the ITU in the near future which, would allow Kepler
to accommodate further bands within its proposed system.

Furthermore, Kepler highlighted its continuing financial stability as well as the signing of its launch
contract with the PSLV for Q4 of 2017 with a second launch planed for Q1 of 2018.

Pursuant to Section 1.1206(b)(2) of the FCC’s rules, 47 C.F.R. § 1.1206(b)(2), this ex parte notification is
being filed electronically for inclusion in the public record of the above-referenced proceedings.
