Dear Mr. Albuquerque,

        LeoSat MA, Inc. (“LeoSat”) submits this letter to supplement its pending petition for
declaratory ruling seeking access to the U.S. market to provide broadband fixed satellite services
using a Ka-band low-Earth orbit non-geostationary satellite orbit (“NGSO”) system. Specifically,
LeoSat herein provides additional information about the International Telecommunication Union
(“ITU”) filing that was submitted for use with the LeoSat system.

       As LeoSat noted in past filings with the Commission, LeoSat will use for the operation of
its NGSO system the 2014 MCSAT-2 LEO-2 ITU filing by the Agence Nationale des Fréquences
(“ANFR”).1

The ANFR is aware that LeoSat intends for the NGSO system that LeoSat will operate pursuant to
the MCSAT-2 LEO-2 ITU filing to be licensed by the Radiocommunications
Agency Netherlands (“RA”)2 rather than the ANFR. Similarly, the RA is aware that LeoSat ntends
to seek a space station license from the RA for LeoSat’s NGSO system that will utilize the
MCSAT-2 LEO-2 ANFR ITU filing. Both the ANFR and the RA have indicated that this
arrangement is acceptable to them.
