     Dear Ms. Dortch:

              On July 9, 2003, David Meltzer, General Counsel and Senior Vice President for
     Regulatory Affairs, and Susan Crandall, Assistant General Counsel, both of Intelsat Global
     Service Corporation, met with Tom Tycz, Jennifer Gilsenan and Karl Kensinger of the
     International Bureau. In the meeting, Intelsat discussed the "good cause" standard for
     granting milestone extension requests, particularly as it relates to partially constructed
     satellites. Intelsat further discussed the Commission‘s standards where there exists an issue
     regarding ITU priority with respect to an orbital location.

             Pursuant to section 1.1206(b)(1) of the Commission‘s rules, 47 C.F.R. §1.1206(b)(1),
     four originals and four copies of this letter are being provided to you for inclusion in the
     public record of the above referenced proceedings.
