Dear Ms. Dortch:

       Satelites Mexicanos S. A. de C. V. ("SATMEX") is a non—U.S.—licensed satellite operator.
By this letter, and in accordance with Commission Rule 25.137(g) (47 C.F.R. § 25.137(g)),
SATMEX notifies the Commission that its ownership structure has changed. On April 6, 2011,
SATMEX filed for bankruptcy in the United States Bankruptcy Court for the District of Delaware
(Case No. 11—11035). As part of SATMEX‘s emergence from bankruptcy, it entered into a share
purchase agreement whereby ownership of its shares was transferred from Deutsche Bank México,
S.A., Institucion de Banca Multiple, Division Fiduciaria, as a trustee, and Nacional Financiera,
S.N.C., Institucion de Banca de Desarollo, Direccion Fiduciaria, as trustee, to Holdsat México,
S.A.P.I. de C.V. and Satmex International B.V. SATMEX has a 75 percent ownership interest in
Enlaces Integra, S. de RL. de C.V. ("Enlaces Integra"), a VSAT licensee. Enlaces Intergra
provided the Commission with a detailed description of the share purchase agreement in its
application for consent to the transfer of control that arose out of the restructuring of SATMEX.
See File No. SES—T/C—20110506—00566. The Commission granted Enlaces Integra‘s application
and the share purchase agreement was consummated on May 26, 2011. °
