Dear Ms. Salas:

        On March 17, 1999 Orbital Communications Corporation ("Orbcomm") submitted the
above—caption modlficatlon request seeking to increase the altitude of its equatorial orbit from
825 Km to 1000 Km.‘ On May 27, 1999 Leo One Worldwide, Inc." ("Leo One") submitted
comments on the Orbcomm modification request raising concerns over whether the increase in
orbit altitude would result in a greater probability of in—orbit collisions between satellites."
Recently, Orbcomm has provided Leo One additional analysis on this issue. Based on Leo
One‘s assessment of this information, it no longer objects to the proposed increase in orbit
altitude for Orbcomm‘s equatorial plan.




         Orbcomm subsequently submitted an amendmentto this modification request seeking to lower the altitude
         of its equatorial plane from 1000 Km to 975 Km. (See Orbcomm Amendment, File No. SAT—AMD—
         20000 120—0001).

         Leo One Worldwide, Inc. was formally known as Leo One USA Corporation.
