Dear Ms. Salas:

       On January 24, 2000, Telesat Canada ("Telesat") filed an opposition‘ against Satelites
Mexicanos, S.A., DE C.V.‘s ("Satmex") request that the Commission include three Mexican—
licensed satellites—Solidaridad 1, Solidaridad 2 and Satmex 5—on the United States‘ Permitted
Space Station List ("List")." Specifically, Telesat requested that the Commission postpone
inclusion of Satmex 5 on the List until that satellite is coordinated between Canada and Mexico
("‘Petition")."

         On May 29, 2000, the Canada—Mexico coordination was completed.* On May 31, 2000,
  a "Non Confidential Notice" was signed to confirm that Mexican and Canadian satellite
  operators reached a satellite coordination agreement covering Mexican and Canadian
 Canada/Mexico/USA C—Band and Ku—Band Trilateral Arrangement. See Exhibit A.
 Accordingly, Telesat hereby withdraws its opposition to Satmex‘s Petition.

         Should you have any questions concerning this request, please do not hesitate to contact
 the undersigned.

                                          NON CONFIDENTIAL NOTICE

               Satmex of Mcxico, Telesat Canada, and Industry Canada (representing possible future
               Canadian satellite operators other than Telesat) have reached a satellite coordination
               agreement. The agrceement covers the Mexican and Canadian orbital positions within the
               Canada/Mexico/USA C and Ku.band Trilateral Arvangement, narvely 109.2°, 113.0°,
               116.8°WL for Mexico and 107.3°, 111.1°, 114.9°, and 118.7° WL for Canada.

               This agrecment represents the spirit of coonperation and goodwil} between Mexican and
               Canadian satellite operators, and will facilitate the introduction of new technologies and
               continued high quality satellite communications in both countrics.


               Signed in Istanbul on May 31st, 2000.
