                                        MODIFICATION

               Pursuant to Section 25.117(h)(1) of the Commission’s rules, 47 C.F.R.

§ 25.117(h)(1), New Skies Satellites B.V. (“New Skies”) respectfully submits this application to

modify the terms of its U.S. market access grant for the SES-10 fixed-satellite space station to

specify operation at 66.9° W.L., an offset of 0.1 degrees from the 67.0° W.L. position specified

in the grant. No other change is requested in the terms of the SES-10 authorization. A

completed FCC Form 312 is attached, and New Skies incorporates by reference the technical

information previously submitted to the Commission.1 In addition, SES is providing below the

supporting certifications required by Section 25.117(h)(1) of the Commission’s rules.

                                         BACKGROUND

               On June 23, 2016, New Skies received authority to provide service into the

United States from its SES-10 satellite.2 The original market access application identified

67.0° W.L. as the satellite’s orbital location. Since the application was granted, New Skies has

determined that the satellite should instead operate at 66.9° W.L. This slight offset will facilitate

management of SES-10 and the satellites operated by New Skies’ affiliate SES Americom, Inc.

at the nominal 67.0° W.L. orbital location.

                  Section 25.117(h)(1) of the Commission’s rules establishes expedited processing

for any application to reassign a geostationary FSS space station to a position no more than

0.15 degrees from its initially authorized orbital location. Specifically, such a request will be

deemed granted 35 days after the date of the public notice that the application has been accepted

for filing, provided no objections are filed during the public notice period. New Skies requests

expedited processing pursuant to this provision and provides the following supporting

certifications:

           CERTIFICATION OF COMPLIANCE WITH SECTION 25.117(h)(1)

                  New Skies hereby certifies that this modification complies with the requirements

of Section 25.117(h)(1), as indicated below:

        1. New Skies has assessed and limited the probability of the SES-10 satellite becoming
           a source of debris as a result of collisions with large debris or other operational
           satellites at the new orbital location; and
        2. The proposed station-keeping volume of SES-10 at 66.9° W.L. will not overlap a
           station-keeping volume reasonably expected to be occupied by any other satellite,
           including those authorized by the Commission, applied for and pending before the
           Commission, or otherwise the subject of an ITU filing and either in orbit or
           progressing towards launch.

modification of its market access authority for the SES-10 space station to specify operation of

the satellite at 66.9° W.L.
