Dear Ms. Dortch:

         This is to inform you that Space Exploration Holdings, LLC (“SpaceX”) representatives
met with the following Commission personnel to discuss the above referenced application to
modify SpaceX’s existing authorization to deploy and operate a non-geostationary orbit (“NGSO”)
satellite system. On March 21, 2019, Patricia Cooper and David Goldman met with William
Davenport, Chief of Staff and Senior Legal Advisor for Wireless and International for
Commissioner Geoffrey Starks; on March 22, 2019, Patricia Cooper met with Umair Javed, Legal
Advisor, Wireless and Internationalf for Commissioner Jessica Rosenworcel; and on March 25,
2019, David Goldman met with Commissioner Michael O’Rielly and Erin McGrath, his Legal
Advisor, Wireless, Public Safety, and International.

        During the meetings, SpaceX discussed its response to the Bureau’s request for further
technical information with respect to its modification application, 1 noting even the initial version
of its new satellite design will meet or exceed all Commission requirements for orbital debris
mitigation and collision avoidance. Moreover, SpaceX described its plan to introduce a totally
demisable spacecraft design for its subsequent iteration of satellites, which will then reduce
casualty risk to zero. Even including the initial iteration, SpaceX has improved the safety of its
constellation by more than 90% since its initital application, which was already compliant with all
Commission debris mitigation and collision avoidance rules.
