Re:    Notice of Results of In-Orbit Testing and Arrival On-Station of Horizons 3e
       Call Sign S2947; File No. SAT-MOD-20170622-00093

Dear Ms. Dortch:

Horizons-3 License LLC (“Intelsat”), in accordance with the Federal Communication Commission’s
(“Commission”) rules,1 hereby notifies the Commission that the in-orbit testing (“IOT”) of Horizons
3e was completed on December 21, 2018; the satellite arrived on-station at its licensed orbital location
of 169.0° W.L. on January 2, 2019; Horizons 3e’s operational performance is consistent with its
license;2 and the satellite is capable of using all of its assigned frequencies.

Additionally, Intelsat requests a determination from the Commission that the last milestone for the
Horizons 3e satellite, requiring launch and operation of the satellite, has been satisfied and, as a result,
Intelsat may release the bond for Horizons 3e.
